教育强国建设背景下职业教育教学质量观重构:应然取向与实践路径
Reconstruction of Vocational Education Quality Concepts in the Context of Building a Powerful Education Country:Normative Orientations and Practical Pathways

Abstract
The concept of vocational education quality represents the overall understanding and fundamental grasp of teaching quality,influencing paradigm transformation and practical approaches in talents cultivation.China's existing vocational education quality concepts exhibit characteristics such as utilitarianism,outcome-centeredness and universalistic goal orientation,which have played positive roles in specific historical periods but now struggle to meet modern demands.Building a powerful education country requires redefining vocational education quality concepts with"moral education and cultivation of virtue"as value orientation,"serving national strategic needs"as practical dimension,expanding temporal-spatial boundaries through lifelong learning concepts,and clarifying core connotations through"type-specific education"attributes.Based on this,it is necessary to advocate for a normative orientation that achieves dialectical unity between ontological and instrumental values in function,dynamic balance between common baselines and diverse development in goals,coordinated cultivation of professional intelligence and core literacy in contents,and organic integration of process-oriented and developmental evaluations.Through reforming quality concepts,promoting key institutional capabilities,and improving quality assurance systems,new quality concepts can be effectively implemented to support high-quality development of vocational education and building a powerful education country.关键词
