On the Developmental Patterns and Restructuring Pathways of Industry-education Integrated Innovation Ecosystem under the"One Body,Two Wings"Strategy

Abstract
The"one body,two wings"strategy,as the core framework for deepening the reform of modern vocational education system,aims to address long-standing structural contradictions in industry-education integration,such as loose coordination,resources mismatches,and institutional lag-through the synergy between provincial-level model innovation and municipal-level alliances and industry communities.Research indicates that while this strategy has preliminarily established an innovation ecosystem via government-led multi-stakeholder collaboration,accelerated technological iteration and divergent industrial demands continue to constrain its effectiveness.The current system faces critical constraints,including the absence of coordinated governance,misaligned supply-demand structures,institutional disconnects,lagging technological adaptation,and imbalanced risk-benefit distribution.Based on this,the industry-education integrated innovation ecosystem should establish a collaborative linkage mechanism involving multiple entities,optimize the supply-demand matching model for educational resources,build a dynamically interconnected institutional safeguard system,enhance agile response capabilities to technological risks,and improve mechanisms for shared benefits and joint risk-bearing.关键词
