数智技术视角下服务治理效能提升的职业教育质量监测
Quality Monitoring of Vocational Education for Enhancing Service Governance Effectiveness from the Smart-digital Technology Perspective

Abstract
At a new stage in which smart-digital technologies are profoundly reshaping public governance,the application of digital intelligence technology in vocational education quality monitoring has become a core means to enhance governance effectiveness.Anchored in a triadic framework of"data driven-intelligent adaptation-dynamic optimization",this paper proposes an integrated strategy:upgrading the monitoring paradigm through smart-digital technology,reinforcing feedback mechanisms with intelligent algorithms,and reshaping governance models via multi-stakeholder collaboration.First,smart-digital technology transforms quality monitoring from static sampling into real-time insight,significantly improving the precision of decision-making.Second,intelligent feedback shifts from one-way evaluation to a dual-loop system of learning and governance,effectively activating institutional self-improvement.Third,the dynamic optimization of governance models promotes the formation of a tiered and collaborative quality community among national,local,and institutional actors.Based on this,a"trinity"practical pathway involving the nation,localities,and institutions is designed,namely consolidating the foundation of governance,activating the core of governance,and building the ecology of governance.关键词
