Chemical Safety Incident Investigation and Experience Sharing:Learning-Oriented Concepts and Methods

Abstract
Chemical safety incidents are critical precursors to accidents,with their causal mechanisms high-ly correlated to accidents.To enhance the effectiveness of accident prevention and control,a learning-centered incident investigation framework was proposed.The core elements of this framework include:incident grading standards and the establishment of specialized investigation teams(emphasizing the participation of incident wit-nesses);a non-punitive information collection process to ensure the authenticity of information through open communication environments;the integration of systematic root cause analysis methods to thoroughly analyze sys-temic defects at the organizational and technical levels;principles for developing and evaluating prevention strat-egies based on root cause analysis,prioritizing engineering controls for higher reliability;and intelligent experi-ence sharing,utilizing artificial intelligence to efficiently extract causal relationships from incidents and optimize the construction and conversion efficiency of knowledge databases.Research indicated that compared to tradi-tional punitive investigations,the learning-oriented framework can broaden the depth and breadth of incident a-nalysis,significantly enhancing the ability to convert experience into preventive measures.Future efforts should focus on standardizing incident data,deeply empowering artificial intelligence and machine learning technolo-gies,and building cross-organizational sharing platforms to transition from isolated analysis to systematic collabo-ration,ultimately achieving"cross-case knowledge conversion"and precise prevention objectives.The research results provide a systematic theoretical basis and practical guidance for optimizing the chemical safety manage-ment system and enabling continuous safety performance improvement.关键词
