Abstract
In recent years,competition for talent among cities in China has become increasingly fierce.The underlying reason is that urban development relies on innovation,and talent is the fundamental driver of innovation.In view of this,building on the existing academic theory of"talent development environment",this paper constructs a theoretical framework and evaluation system for the"talent nurturing ecosystem".It applies a secondary combination evaluation method to assess 35 first-tier and second-tier cities from 2018 to 2022.The results show that Beijing and Shanghai have formed leading core growth poles;8 cities including Shenzhen and Guangzhou belong to the advantageous type;9 cities including Tianjin and Chongqing are of the growth type;and 16 cities including Yinchuan and Xining fall into the cultivation type.Overall,the pattern presents a"superior in the east and inferior in the west"distribution.This paper suggests constructing a full-chain policy system of"precision talent introduction,development guarantee,and ecological synergy".It proposes a coordinated path of"talent introduction,talent utilization(cultivation),and talent retention"from three aspects:enhancing talent attraction,improving talent development capacity,and optimizing talent agglomeration capacity.This aims to provide decision-making references for cities to drive high-quality development by optimizing the"talent nurturing ecosystem".关键词
