Strategic Transformation and Framework Construction of Scientific and Technological Intelligence from the Leading Development Perspective

Abstract
[Research purpose]Under the international competitive landscape,strategic rivalry among major powers is predominantly on technological competition.Scientific and technological intelligence(STI)bears the mission of"leading development",necessitating forward-looking foresight to support sci-tech selfreliance and self-strengthening at higher levels.By devising original strategies to transcend the traditional"imitation-follow"paradigm,it addresses China's demand for high-quality development and underscores the predictive value of STI.Therefore,there is an urgent need for scientific and technological intelligence work to transition toward a strategic direction that leads decision-making.[Research method]Through comparative analysis,this study clarifies the characteristics,distinguishing criteria,and primary functions of leading STI,while case studies provide experience into its practical application.[Research conclusion]A structured framework and workflow for intelligence-led decision-making in science and technology are constructed,oriented toward three key objectives,safeguarding national security,enhancing international competitiveness in technology and industry,and mitigating conflicts.The framework comprises four layered components:foundational intelligence support,empowerment via advanced intelligence methods and tools,intelligence analysis and forecasting,and intelligence-led decision-making.It serves as a solid foundation for strategic transformation in the field of scientific and technological intelligence.关键词
