Insights into Deepfake Technology and Risk Mitigation Strategies

Abstract
[Research purpose]In recent years,the rapid advancement of generative artificial intelligence has accelerated the evolution of deepfake technology.Globally,incidents involving malicious uses of AI-based voice conversion and face-swapping have surged,leading to escalating security risks.Against this backdrop,this study examines the emerging security threats and governance challenges posed by deepfakes.Specifically,it aims to analyze the potential risks of this technology and propose effective governance strategies,thereby providing policy insights to safeguard national security and social stability.[Research method]This study systematically reviews the development and status quo of three mainstream categories of deepfake technologies:audio generation,image and video synthesis,and integrated audio-visual manipulation.Drawing on risk society theory and informed by practical cases from domestic and overseas,it examines the multifaceted risks associated with deepfakes,with particular emphasis on their potential to undermine national security and disrupt social governance.[Research conclusion]Deepfake technology poses a complex and severe set of risk challenges.At the national security level,its growing use as a novel tool for hostile attacks threatens strategic autonomy.At the societal governance level,related criminal activities are marked by low costs,high technical reality,and rapid diffusion,placing considerable strain on existing regulatory systems.To address these challenges,this study recommends a multi-level response framework that integrates technological innovation,legal and regulatory refinement,and public literacy enhancement.Such an approach is essential for managing deepfake risks effectively and sustaining long-term national security and social stability.关键词
