中国应用型高校评价的政策分析及改革启示
Policy Analysis and Reform Implications for the Evaluation of Applied Universities in China
摘要
Abstract
Applied universities in China are numerous,large-scale,and highly diverse,making their evaluation particularly challenging.Besides,targeted policy remains insufficient.To address these challenges,this study constructs a"tool-scenario-subject"policy analysis framework to examine the content and characteristics of evaluation policies of applied universities in China.The research finds that current policies primarily rely on mandatory policy tools,with evaluation systems covering ten major aspects,including talent cultivation modes,etc.Economic and social stakeholders actively participate in the evaluation.These policies exhibit distinct features such as strong local autonomy,limited policy flexibility,multi-dimensional evaluation criteria,and diversified participating subjects.Suggestions for reform are proposed,including improving top-level design,enriching the combination and application of policy tools,exploring adaptive evaluation mechanisms,and innovating organizational modes.关键词
