摘要

Abstract

This study identifies three key issues in the public service supply of digital education resources in county areas,namely structural imbalances in resource distribution,underutilization of digital platforms,and significant regional disparities in teachers'digital competencies.The research proposes a comprehensive optimization framework integrating institutional design,resource allocation,process management,and capacity building.Practical strategies including enhanced interdepartmental collaboration,diversified funding mechanisms,and data-driven performance evaluation are recommended,so as to establish both theoretical foundations and operational modes for the digital transformation of educational governance.
