Abstract
China ranks among the world's leaders in the scale of dam projects and dam-building technology.It has delivered remarkable comprehensive benefits and achievements capturing global attention.Amid intensifying climate change,more frequent extreme weather events,lingering weaknesses in dam safety management,and emerging challenges to fully realizing these benefits,smart dam has emerged as the key measure for effectively meeting these challenges and achieving innovation-driven leadership.It can provide crucial support for creating a virtuous interaction between high-quality development and high-level safety.The defining characteristic of a smart dam is its ability to predict the future,manifested in its objectives,functions,and technological means.To accelerate its development and lead the world toward high-quality advancement in dam engineering,efforts must focus on five fronts:integrated construction of new dams,intelligent retrofitting of existing dams,breakthroughs in key technologies and innovations,continuous improvement of engineering-management institutions,and global promotion of the smart-dam philosophy.关键词
