智能大坝技术标准体系构建
Technical standards framework for smart dam

Abstract
The construction of smart dams is a key measure to develop new productive forces in water conservancy and promote high-quality development of water conservancy,which is of great significance for improving dam resilience and preventing extreme risks.However,the current technical standard system for water conservancy is mainly oriented to traditional engineering management,with obvious shortcomings in such links as intelligent design,construction,operation and maintenance.A systematic analysis of the current situation of technical standards for reservoirs and dams shows that although a standard framework covering the whole life cycle has been formed,there is still a lack of systematic support for the core technologies of smart dams,namely"thorough perception-intelligent analysis-autonomous feedback and control-self-learning".Based on the characteristics of core technologies of smart dams,the technical standard requirements are sorted out from five aspects:intelligent design,intelligent construction,intelligent perception,intelligent early warning and intelligent supervision,and a three-level standard system is proposed,including basic common standards,key technical standards and application scenario standards.To promote the construction and popularization of the technical standard system for smart dams,it is suggested to carry out work from five aspects:strengthening top-level design and formulating standards for"urgent needs first";strengthening demonstration and leading role by relying on pilot projects;improving resource input and dynamic evaluation mechanisms;deepening the coordination between scientific and technological innovation and standards;and innovating the mode of standard publicity and implementation.关键词
