Construction and practice of intelligent monitoring and perception system for safety of dams and reservoirs

Abstract
Intelligent monitoring and perception serve as the prerequisite and foundation for building smart dams and comprehensively enhancing the safety monitoring capabilities of reservoirs and dams.Faced with adverse factors such as aging projects and frequent natural disasters,the traditional safety monitoring system for reservoirs and dams still has problems including incomplete spatial coverage,poor temporal continuity,and low intelligence level,leading to insufficient safety prediction and early warning capabilities,delayed prevention and control responses,and difficulty in effectively coping with various risk impacts.Constructing an integrated"space-air-ground-hydraulic-structure"intelligent monitoring and perception system for reservoir and dam safety is a core measure to promote the modern reservoir operation and management matrix and the construction of smart dams,and it is also an inevitable requirement and necessary path to drive the development of new productive forces in the water conservancy field and realize high-quality development of water conservancy in the new era.This paper systematically sorts out the development history of safety monitoring for reservoirs and dams in China and the exploration and practice of intelligent safety monitoring for reservoirs and dams.From the perspective of achieving thorough monitoring and perception of reservoir and dam safety,it proposes a"space-air-ground-hydraulic-structure"intelligent monitoring and perception system for reservoir and dam safety covering dimensions such as intelligent monitoring and perception,data collection and fusion,and diagnostic analysis and early warning,and analyzes the practical application of the reservoir and dam safety monitoring system in the Xiaolangdi Water Conservancy Project.It also discusses the existing problems and deficiencies in current intelligent safety monitoring of reservoirs and dams in aspects such as perception technology system,research and development of intelligent monitoring instruments,intelligent data governance,and formulation of technical standards,and puts forward development paths from aspects including improving the technology of the thorough perception system for reservoir and dam safety,researching and developing intelligent monitoring instruments and technologies for reservoirs and dams,establishing a theory of multi-source and multi-modal perception data governance,and improving the technical standard system for intelligent safety monitoring of reservoirs and dams,which can provide references for the construction and practical application of the thorough intelligent monitoring and perception system for reservoirs and dams.关键词
