Abstract
Since 2023,such major European international oil companies as bp,Shell,and TotalEnergies have successively made significant adjustments to their transition strategies,which include a substantial reduction in investment in low-carbon businesses,a significant downward revision of phase emission-reduction targets,an increase in investment and output in oil and gas,and clarification of the focus of low-carbon businesses.Compared with the U.S.international oil companies,the current strategic adjustment of European international oil companies is generally a correction of past strategic misjudgments and also the result of the combined impact of Europe's strategic autonomy,the relationship between new and old energy,the speed of technological innovation,and external factors including the Ukraine crisis.The paper summarizes such key understandings as energy transition cannot be achieved overnight,it needs to establish new systems before breaking the old ones,the importance of technological innovation as a driving force,the need to strengthen coordination among governments,industries,and enterprises,and there are still many challenges in Europe's energy transition.It also recommends that coordinating the development of traditional and new energy sources by establishing new systems before dismantling old ones to ensure a smooth transition,combining differentiation and core focus and concentrating efforts on areas of strength based on inherent advantages,integrating energy and finance and utilizing diverse financing tools to increase investment in renewable energy,deepening policy coordination and standard alignment and strengthening multilateral cooperation to shape green energy cooperation rules,ae well as enhancing technological cooperation and sharing,cultivating technical talent,and improving the capacity for green development.关键词
