The Russian energy sector amid the Russian-Ukrainian conflict:resilience and vulnerabilities

Abstract
Since the outbreak of the Russian-Ukrainian conflict in 2022,the Russian energy industry has become the core target of Western sanctions,imposing multi-dimensional sanctions on it and thus leading to the obstacles in its traditional energy exports,restrictions in the supply of technological equipment,and damage to its international reputation.However,Russia has partially offset the negative impact of sanctions by adjusting its energy export map,strengthening its key mineral advantages,and exploring the development of renewable energy.Meanwhile,the"Russia Energy Strategy before 2050"released on April 12,2025,comprehensively evaluates the potential and challenges of Russia's energy industry development and clarifies the coordinated development path of"stable production and consolidation of traditional energies"and"accelerated promotion of low-carbon transformation"so as to make the direction for Russia to reshape the energy pattern in the post-sanction era clear.Overall,Russia has maintained stable energy income through"eastward and southward"strategy for energy exports in the short term but such problems as excessive dependence on traditional energy,insufficient technological autonomy,and weakened international image will still restrain its long-term development.关键词
