The Phased Characteristics and Overall Evolutionary Patterns of China's Educational Informatization Policies:An Analysis Based on Policy Documents from 1993 to 2024

Abstract
Education informatization is an important breakthrough for China to achieve the goal of becoming a leading country in education.Taking the 189 education informatization policy documents issued by the central government from 1993 to 2024 as the research object,the phased characteristics and the overall evolutionary patterns of China's education informatization policies are analyzed from five aspects including the background of the era by the co-word analysis method and social network research method.The study shows that collaboration among the different areas in the nascent phase are insufficient and the relevant policies and measures are still in the process of integration and optimization.In the foundational popularization phase,the policy content is more detailed,and the state plays a leading role in the field of education informatization.Policies in the application enhancement phase are more focused,promoting the transformation of education informatization from hardware priority to application innovation.In the in-depth development phase,policies are adjusted in response to technological development,redirecting attention from technological application to ecosystem construction.The policy formulation of China's education informatization in various phases is a response to the major national strategic goals,and the supply of policies has been continuously strengthened.The policy system has shown a process from focus to diffusion and then back to focus.the policy theme is constantly enriched,and the focus of policies has shifted from scale-driven external expansion to internal development that emphasizes fairness and quality improvement.关键词
