Abstract

To systematically analyze the development predicament of the core infrastructure of the low-altitude economy and alleviate the contradiction between the layout of take-off and landing fields and the high-quality development of the low-altitude economy,research on the key bottlenecks and optimization paths of urban low-altitude aircraft take-off and landing fields was conducted.The evolution of China's low-altitude economic policies was sorted out,as well as the layout characteristics of typical cities,and core issues were extracted,such as regional imbalance in spatial layout,lagging technical standards,inefficient cross-departmental collaboration,and single business models.From the perspective of demand-driven and functional collaboration,the practical experiences of differentiated models were summarized,such as high-density logistics in Shenzhen,air-rail collaboration in Hangzhou,and mountain rescue in Chengdu,and the internal mechanisms of unbalanced layout were analyzed.By integrating the application of new technologies such as digital twins and dynamic airspace management,a multi-level layout system construction strategy was proposed:optimizing regional resource allocation to enhance the balance of public services,accelerating the iteration of technical standards to meet the demands of new aircraft,strengthening cross-departmental data sharing to improve governance efficiency,and innovating the service model of aviation cities to enhance marketization momentum.The research finds that the current development of take-off and landing fields lacks a collaborative evolution mechanism of policy,technology,and market.It is suggested to focus on breaking through key links such as the construction of an intelligent decision-making framework,the improvement of a dynamic standard system,and the establishment of a cross-domain governance platform,providing theoretical support and practical paths for the deep integration of the low-altitude economy with urban three-dimensional transportation and energy systems.These measures can help solve the systemic contradictions in the cultivation of emerging industries.The proposed suggestions for optimizing the layout of low-altitude take-off and landing fields provide a decision-making basis for the systematic planning of the low-altitude economy,the efficient allocation of airspace resources,and the integration of urban three-dimensional transportation.
