数智时代终身学习公共服务体系建设的理论模型、现实困境与突破路径
Theoretical Model,Practical Dilemmas,and Breakthrough Paths for the Construction of a Lifelong Learning Public Service System in the Digital and Intelligent Era

Abstract
The digital and intelligence era has created a favorable environment for the construction of a lifelong learning public service system.Guided by the diamond model theory and the new public service theory,a theoretical framework has been developed that encompasses digital and intelligence technology,participants,task content,and management structure for the construction of a lifelong learning public service system in the digital and intelligence era.Analysis using this model reveals that,in the current construction process,practical dilemmas include uneven levels of technological application,conflicting institutional logics,insufficient internal support,and ineffective coordination mechanisms.Furthermore,by integrating regional cases and practical experiences,corresponding breakthrough paths are proposed:promoting the widespread application of emerging technologies to consolidate the development foundation;strengthening the construction of public service platforms to promote diversified coexistence;improving the support system for service content to optimize resource allocation;and reinforcing legal and institutional safeguards to standardize operational approaches,thus enabling digital and intelligence technology to better empower and enhance the development of the lifelong learning public service system.关键词
