南水北调东线后续工程规划设计工作的战略思考
Strategic Planning and Design for the Subsequent Projects of the Eastern Route of the South-to-North Water Diversion Project
摘要
Abstract
Based on summarizing the implementation benefits of the first phase of the Eastern Route of the South-to-North Water Diversion Project,and considering the framework layout of the national water network,the water resources and their development and utilization situation in both the water source and receiving basins,as well as the high-quality development strategy needs of relevant regions,the understanding of the strategic positioning and overall layout of the subsequent phases of the Eastern Route was presented in this study.The four key characteristics and three basic principles that should guide the planning and design work for the subsequent phases were interpreted,the five major issues that may affect the planning and design process were analyzed,and the nine aspects for future planning and research considerations were proposed.These findings formed the"4359"strategic thinking framework for the planning and design of the subsequent phases of the Eastern Route,aiming to provide technical references for high-quality planning,design,and macro-management of the project.关键词
