The"Upgrading Dilemma"in NATO-EU Cybersecurity Cooperation

Abstract
[Research purpose]Due to security needs,strategic consensus,and the promotion of the U.S.cybersecurity hegemony strate-gy,the EU and NATO have initiated cybersecurity cooperation.This cooperation could have significant geopolitical impacts and potential ability to reshape the global cyberspace order,warranting focused attention.From the current cooperation status,the trend appears to be in-itially positive but stagnating,appearing as an upgrading dilemma.Analyzing the reasons for this dilemma can serve as a basis for predic-ting the future development of cooperation and provide a reference for China in future related cooperation.[Research method]Using com-parative research and textual analysis,this article first examines the manifestations of the upgrading dilemma in EU-NATO cooperation,then gradually dissects the direct and underlying causes of the dilemma and attempts to propose the causal mechanisms involved.[Research result/conclusion]The conclusion shows that the upgrading dilemma in their cooperation is mainly due to asymmetry between the entities and the inability of participants to reach a cooperative equilibrium due to political,security,and technological game-playing in multiple domains.The former is the foundational cause,and the latter is the root cause.The interaction between these two causes forms the primary mechanism behind the upgrading dilemma.As the challenges faced by NATO and the EU are quite universal,China should also pay atten-tion to this situation in its own cooperation to avoid encountering similar dilemmas.关键词
