Review of the 14th Five-Year Plan Period and Outlook for the 15th Five-Year Plan Period on Promoting Comprehensive Rural Revitalization
摘要
Abstract
This paper summarizes the achievements of promoting comprehensive rural revitalization in China since the 14th Five-Year Plan period,reveals the difficulties and challenges currently faced in promoting comprehensive rural revitalization,and proposes new trends and requirements to be empha-sized during the 15th Five-Year Plan period for promoting comprehensive rural revitalization.Specifical-ly,to promote comprehensive rural revitalization,it is necessary to better integrate the stimulation of en-dogenous motivation and innovation vitality with addressing market failures and promoting social equity and justice.Greater attention should be paid to coordinating new industrialization,new urbanization and comprehensive rural revitalization.Greater attention should be placed on meeting personalized,diversi-fied,high-quality,green,and service-oriented consumption demands and on implementing classified,place-based rural governance policies.Greater attention should be placed on developing new quality productive forces in agriculture and rural areas by leveraging technological and digital empowerment in line with local conditions.The 15th Five-Year Plan period will mark the most challenging phase in in-tegrating smallholders with modern agricultural development.Strengthening the principal role of farmers in promoting comprehensive rural revitalization will require greater efforts to improve mechanisms that connect and lead farmers.关键词
