A Comparative Analysis of the Cost-Effectiveness for Nitrogen-Phosphorus Reduction Measures in Marine Bays:A Case Study of Sansha Bay

Abstract
Abatement of nitrogen and phosphorus pollution in coastal waters is a critical task for integrat-ed land-sea environmental governance and ecological protection.Currently,systematic evaluation of the cost-effectiveness of reduction measures is insufficient and hindering government planning.In this study,Sansha Bay(a typical semi-enclosed bay)in Fujian Province was selected for case study.Data from field surveys,statistical yearbooks,and research literature were used to construct a cost function model that in-cluded five reduction measures(reducing fertilizer use,reducing livestock farming,adjusting the scale of marine aquaculture,treating effluent from marine aquaculture,and wastewater treatment).Then,we deter-mined the optimal implementation range and corresponding reductions of total nitrogen(TN)and total phosphorus(TP)for each reduction measure using the model.Results show:(1)There were significant differences in the average cost of reduction measures.Reducing fertilizer use and treating effluent from marine aquaculture had the largest cost efficiency in terms of TN and TP reduction:for TN,an average cost of<50 000 yuan/t and a reduction potential of>1 000 t/a,and for TP,an average cost of<160 000 yuan/t and a reduction potential of>200 t/a.The cost of upgrading wastewater treatment facilities de-creased exponentially,leading to a maximum cost reduction of 80%per unit treatment.The unit cost of re-ducing fertilizer use was non-linear,initially decreasing and then increasing.(2)It is crucial to implement phased strategies based on specific TN and TP reduction targets.When the TN reduction target is below 5 000 t/a,priority should be given to increasing shellfish culture scale,improving the pond ecosystem,and reducing the use of chemical fertilizers in rice cultivation.When the target increases to 20 000 t/a,coordinating measures such as implementing the"three-ponds and two-dams"tailwater treatment(Note:This refers to an integrated method of tailwater treatment using sedimentation ponds,aeration ponds,and ecological purification ponds combined with two filtration dams),reducing the scale of egg-laying chick-en production,and reducing chemical fertilizer use in vegetable cultivation.When the TP reduction target is below 1 000 t/a,a synergistic approach combining shellfish culture expansion and crop chemical fertil-izer reduction should be adopted.When the reduction target is increased to 2 000 t/a,measures should focus on developing contiguous pond treatment system and"three-ponds and two-dams"tailwater treat-ment systems.This study demonstrates that integrated land-sea governance is key to improving bay water quality.Analyzing cost-effectiveness provides a reference for decision-making for Sansha Bay that is pre-cise and efficient and offers theoretical insights for nutrient pollution control in other marine bays.关键词
