Abstract

The happy river concept represents a new goal and pursuit in river governance,which is of great significance for ensuring the sustainable development of the economy and society and enhancing the harmony between humans and water.This paper employed theoretical analysis,frequency statistics,expert consultation,and the maximum uncorrelated analysis method to screen and construct the indicator system.The evaluation indicator system for the happy river was constructed from eight aspects:flood control and safety assurance,stable riverbanks,high-quality water resources,livable water environment,healthy water ecology,harmonious water landscape culture,green water-based economy,and civilized water management and protection.The standards for each indicator were also determined.Meanwhile,the AHP-EVM combined weighting method and the GRA-TOPSIS evaluation method were adopted,and Maslow's hierarchy of needs was introduced to construct a comprehensive evaluation model for the happy river.An empirical analysis of the Qipu River in Suzhou City was carried out by using this comprehensive evaluation model for the happy river.The comprehensive evaluation results of Qipu River as a happy river from 2014 to 2019 were calculated to be 0.209 6,0.394 8,0.501 8,0.618 7,0.708 3,and 0.794 0 respectively.The happiness level of the Qipu River has been gradually increasing,but there is still significant room for improvement,and the construction work of the happy river still needs to be continuously improved.On this basis,relevant measures and suggestions for the construction of a happy river are put forward.
