Influencing Factors and Driving Paths of Policy Diffusion of Chief Data Officer in Prefecture Level Municipal Governments

Abstract
As the key policy innovation of digital government transformation,the policy diffusion of chief data officer is of strategic significance to promote the modernization of national governance.This study focuses on the characteristics of government chief data officer policy in terms of data attributes of the governance objects,role complexity,institutional embeddedness,and long-term accumulation,integrates the policy diffusion theory and the technology-organization-environment theory,and uses the fuzzy set qualitative comparative analysis to conduct configuration analysis of 25 prefecture level city cases.On this basis,we systematically reveal the influencing factors and driving paths of policy diffusion of government's chief data officer.The research finds that the policy diffusion of the government's chief data officer is driven by seven factors:digital infrastructure,government digital literacy,high-level support,financial resources guarantee,higher policy pressure,competition in neighboring regions,and public data demand,among which the competition in neighboring regions constitutes the core sufficient condition.Based on the differences in configuration paths,three diffusion models are identified:pressure driven model,endogenous capacity driven model,and capacity-demand adaptative model.The pressure driven diffusion is reflected in the pressure of superior policies and the forced imitation of neighboring competition.The endogenous capacity driven diffusion reflects the technical organization coordination of digital infrastructure,organizational resources,and environment adaptation.The capacity-demand adaptative diffusion meets public demand through policy supply,achieving dynamic matching of supply and demand.This study proposes to consolidate the foundation of institutianal operation through technology empowerment and organization adaptation,stimulate innovation network vitality with the help of intergovernmental collaboration,and promote the policy diffusion of the government's chief data officer by dynamic monitoring to achieve accurate policy implementation.关键词
