"Relational Population":A New Way to Addressing the Hollowing-Out Problem in Border Villages

Abstract
The border villages located in the"peripheral nerve"areas of China are facing the prominent problem of rural hollowing,which poses new challenges to their production,life,and effective governance.In the academic genealogy of rural hollowing research in China,there exists a dominant tradition that prioritizes increasing the resident population as the primary solution.It is worth noting that for border villages,the difficulty of attracting population and talent to settle is immense,making it nearly impossible to increase the permanent resident population.Based on this,this paper proposes the new concept of"relational population",which serves as a novel exploration for addressing the issue of hollowing-out in border villages."relational population"refers to groups that have various"relationships"with rural areas.Centered on the"relationship line",they make diverse contributions to rural revitalization through urban-rural exchanges and interac-tions.The current context in China,characterized by the integrated development of urban and rural areas,the existence of substantial potential population groups,the rapid advancement of digitalization,cross-administrative regional cooperative development,and initiatives to revitalize border areas and enrich local residents,collectively provide favorable conditions for fostering"Relational Population"in border villages.These factors contribute to the practical feasibility of such endeav-ors.Therefore,efforts should be made to cultivate the"Relational Population"in border villages by building spatial plat-forms,thickening social foundations,strengthening technical support,expanding potential scopes,and consolidating insti-tutional guarantees.This will inject new impetus into the rural revitalization practice of border villages,effectively solve the problem of hollowing-out in border villages,and promote their high-quality development,so as to achieve the goal of common prosperity in border areas at an early date.关键词
