"三北"农田防护林的发展现状与应对策略
Status Analysis and Development Suggestions of Farmland Shelterbelt in the Three-North Shelterbelt Forest Program Area

Abstract
This study employs literature analysis,historical research,and comprehensive analysis to analyze the development of farmland shelterbelts within China's ecological civilization construction framework.By examining strategic transitions in national ecological policies and the evolution of the Three-North Shelter-belt Forest Program,this study summarizes developmental stages of farmland shelterbelts and evaluates their roles through analyses of spatial distribution,structural configurations,and ecological impacts.The results show that:1)The development of farmland shelterbelts in China has progressed through four sta-ges:"wide belts with large grids","narrow belts with small grids","branch-auxiliary belt mosaic"and"narrow belts with large grids".This evolution reflects functional shifts from singular windbreak-sand fix-ation objectives to comprehensive ecological improvement,driven by national ecological policies,agricultur-al demands,and technological advancements under a"demand-driven→ policy-responsive→technologically iterative"progression logic.2)Current shelterbelt distribution shows irregular patch patterns concentrated in seven primary agricultural zones:Songliao Plain,North China Plain,Fen-Wei Plain,Hetao Plain of Yellow River,Hexi Corridor,Junggar Basin,and Southern Xinjiang Basin,demonstrating significant agri-cultural production protection effects.3)Persistent challenges include limited stakeholder engagement,functional constraints from monoculture plantations and suboptimal configurations,widespread discontinu-ous forest networks,and land use conflicts.4)Future priorities involve structural optimization through"poplar substitution","mixed coniferous-broadleaf species",and"arbor-shrub configurations",enhancing yield contributions while mitigating land competition effects,establishing independent irrigation systems,optimizing network layouts,and implementing full-cycle management.Integrating shelterbelt construction into national greening spatial planning through holistic"mountain-river-forest-farmland-lake-grassland-desert system governance",scientifically advancing degraded forest restoration projects,adopting a"macro-shelterbelt perspective",and innovating configuration models with standardized management mechanisms will enhance ecological-economic-social benefits,elevating the Three North Afforestation Program to new heights.关键词
