摘要

Abstract

Artificial intelligence has evolved through exploratory phases,machine learning stages,breakthroughs in deep learning,and the current era of general intelligence exploration.It demonstrates increasingly robust adaptive learning,distributed representation,and multimodal fusion capabilities.Against this backdrop,major nations exhibit divergent strategic orientations:the United States pursues comprehensive technological supremacy,China focuses on application integration and industrial implementation,while the European Union emphasizes ethical frameworks and technological sovereignty.Innovative capacity,industrial application,data resources,and security governance collectively form the core elements shaping each nation's competitive advantage.Looking ahead,while the United States will maintain its lead in the short term,global AI competition is accelerating toward a multipolar era.This presents formidable challenges for major catch-up forces like China,yet also offers valuable strategic opportunities to achieve technological leapfrogging and reshape the competitive landscape.To this end,the study proposes a development pathway to enhance China's AI competitiveness:strengthen top-level design and regional coordination to optimize resource allocation;achieve breakthroughs in key technologies such as intelligent chips,core algorithms,and interdisciplinary integration to build an independent innovation system;accelerate industrial application and demonstration in priority sectors like manufacturing,healthcare,and transportation;and establish a multidimensional governance framework encompassing tiered legal regulation,ethical constraints,algorithmic governance,data security protection,and societal participation.
