Construction and Trade-Off Analysis of the Value-Price System in the Allocation of Natural Resource Assets
摘要
Abstract
The allocation of natural resource assets constitutes a critical component in current natural resource management work,and it is also one of the emblematic behaviors for the owners to exercise their rights.Analogous to asset allocation in the field of financial investments,the allocation of natural resource assets focuses on value,price,and comprehensive returns,and it also needs to rely on market mechanisms and pay attention to background risks.Within this framework,the value-price system,with its multifaceted connotations,fulfills indispensable decision-support functions,including value revelation,guidance provision,and feedback mechanisms.This paper systematically examines the objectives and requirements of each phase in natural resource asset allocation,Based on the premise that it is conducive to the trade-off analysis of multiple values and can be implemented relying on the market,the paper proposes the construction ideas of the value and price system of natural resources and the logical framework for trade-off analysis,on the basis of distinguishing between two types of resources,namely operational resources and public welfare resources,and defining two connotations,namely exchange value and use value.关键词
