外部性视角下耕地质量保护与提升经济补偿研究
Research on Economic Compensation for Cultivated Land Quality Protection and Improvement from the Perspective of Externalities

Abstract
Calculating the theoretical standard for economic compensation for cultivated land quality protection and improvement based on its externality contributions is helpful to improve the theoretical system of cultivated land protection compensation and enhance the scientific nature of implementation of cultivated land productivity subsidy policies.From the perspective of externalities,this study constructs a theoretical framework for economic compensation standards for cultivated land quality protection and improvement.The standard theoretical model of cultivated land quality protection and economic compensation promotion was established by using alternative price method and equivalent factor method.Fuyang city,a key area for cultivated land protection in Anhui province,is selected for empirical analysis.The results indicate that cultivated land quality protection and improvement significantly contribute to food quality and safety,ecological purification,and biodiversity conservation,which in turn benefit human health;the theoretical standard for economic compensation for cultivated land quality protection in Fuyang city is calculated to be 2,651.72 yuan/(hectare·year).In the future,efforts should focus on continuously increasing the cultivated land productivity subsidy standard and targeting subsidies for cultivated land operational rights to enhance the precision and effectiveness of cultivated land productivity subsidy policies.关键词
