摘要
Abstract
In order to investigate the development of veterinary socialization service in Hunan Province,and to identify current shortcomings and challenges,the major model for advancing the service in the region was categorized and analyzed based on its operation,applicable scenarios and advantages.A diversified model was formed,including government tendering for specialized service,contracting for animal disease prevention at township level,outsourcing for leading technology,grid-based refined management,labor dispatching,etc.,which effectively supplemented local capabilities of disease prevention,improved service quality,and significantly alleviated such shortcomings as"faded functions,weakened capabilities and inadequate support"in local prevention system.However,challenges were also available,such as fragile foundation of service,difficulties in ensuring service quality,poor environment for delivering the service,etc.,which required to implement comprehensive measures,including refining policy design and support,optimizing operation and evaluation mechanism,innovating multi-party collaboration and service model,etc.,to drive veterinary socialization service with high quality development,and thereby to strongly support livestock industry to transform and upgrade.关键词
