Current Situation,Trend,and Optimization Suggestions of Beijing's Financial Investment in Agriculture

Abstract
The Third Plenary Session of the 20th Central Committee of the Communist Party of China made important arrangements for the institutional mechanism of urban-rural integrated development,and clearly required the improvement of the support system for strengthening agriculture,benefiting farmers,and enriching rural areas.In recent years,Beijing has continuously strengthened its support for agricultural and rural development in accordance with the national policy of strengthening agriculture and benefiting farmers,and fiscal policy has played an active role in agricultural development,rural construction,and farmers'income increase.This article focused on the agricultural fiscal input situation of Beijing's municipal policy from 2018 to 2022,systematically analyzed the investment intensity and structure,summarized and extracted the changing trends and main characteristics.Overall,the intensity of agricultural fiscal input in Beijing is relatively reasonable and has achieved a shift from"structural adjustment"to"promoting development",achieving significant results in promoting the development of agriculture,rural areas,and farmers.However,there are still problems such as insufficient momentum for the development of agriculture,rural areas,and farmers,weak leading role,limited fiscal guidance and leverage,and concentrated special fund authority.On the basis of in-depth analysis of the causes of the problem,this article proposed targeted optimization suggestions based on the goal requirements of the development of agriculture,rural areas and farmers in Beijing.关键词
