Build a National Skills Development Framework and Monitoring System for the Intelligent Era
摘要
Abstract
To promote the skills development of workers in the intelligent era,the Organization for Economic Cooperation and Development(OECD)formulated the"Skills Strategy 2019"plan in 2019,proposing to fully implement the three major strategies of skills development,skills application and skills governance.The Programme for International Assessment of Adult Competencies(PIAAC)is an important measure to provide a reliable scientific basis for formulating and implementing skills development plans.To this end,following the implementation of the first round of the PIAAC in 2012,the OECD launched the second round in 2023.With digital and intelligent technologies as the development backdrop,it comprehensively assesses the development status and challenges of workers'life and production skills in a complex and rapidly changing environment.The successful experience of OECD in implementing the PIAAC can provide important reference for China to construct the national skills development framework and monitoring system in the intelligent age.China can build a lifelong learning system for adults and a national skills development framework and monitoring system for the intelligent era through measures such as establishing a strategic framework of"technology-education-industry"collaboration,setting up a demand-oriented skills prediction mechanism,reshaping the ecological environment for skills talent cultivation,and constructing a national-level skills talent database.关键词
