摘要

Abstract

The current higher education evaluation system is significantly influenced by"bureaucratic inertia",which manifests primarily in the convergence of evaluation indicators,a singular dimension of val-ues,deep centralization of power,rigid initiation procedures,and the ossification of reform pathways.The root cause lies in the functional dysfunction of the system resulting from an excessive pursuit of efficiency within the administrative bureaucratic framework.This has led to homogenization in institutional develop-ment,undermined academic autonomy,and further entrenched the evaluation ecosystem in a closed,"in-volutionary"predicament.To break free from this impasse,a dual approach integrating philosophical re-flection and institutional innovation is proposed.This involves constructing a pluralistic evaluation system grounded in"categorical thinking",employing"communicative rationality"to bridge the fragmentation of value rationality,thereby enabling the synergistic development of diverse value systems.Additionally,the establishment of an"evaluation community"could dismantle power monopolies and foster constructive in-teractions among evaluative stakeholders.The adoption of an"institutional negative feedback"mechanism would enhance the system's dynamic adaptability,creating a self-regulating closed-loop framework.Furthermore,embedding"practical wisdom"into institutional reforms would facilitate incremental optimi-zation,ultimately mitigating the constraining effects of bureaucratic structures and fostering a vibrant new paradigm for the classified evaluation of higher education.This approach seeks to transcend the limitations imposed by bureaucratic rigidity,revitalizing the evaluation system through a balanced integration of theo-retical rigor and pragmatic adaptability.
