Abstract

As China's urbanisation process enters a stage dominated by stock renewal,urban renewal activities characterised by small scale,high frequency,and spatial dispersion are being carried out in parallel with new city construction,leading to a continuous increase in construction waste and making it the main component of urban solid waste.Its inefficient disposal not only exacerbates the'garbage encircling the city'dilemma but also significantly constrains the construction of'waste-free cities' and the achievement of'dual carbon'goals.Particularly prominent is the structural conflict between the fragmented distribution of construction waste generation nodes,the enhanced heterogeneity of material composition,and the dynamic fluctuations in generation volume in urban renewal scenarios,and the scale and continuity requirements of traditional centralized disposal models.This further exposes systemic issues in the governance system,including deficiencies in top-level design,gaps in process integration,low resource recovery rates,and ineffective interdepartmental coordination.In response to the challenges posed by urban renewal,this paper proposes a comprehensive planning and control technical framework encompassing'pre-analysis-classified collection-standardised transportation-scientific processing-precise management'By innovating construction waste classification and disposal technologies,intelligent management and supervision systems,and planning implementation mechanisms,this framework offers a systematic solution covering standard formulation,facility layout,and policy safeguards,providing replicable technical pathways and policy tools to address the adaptability challenges in construction waste management during existing urban renewal projects.
