Abstract

Solving the problem of location of material reserve bases that take into account uncertain demand and transportation risks is of great theoretical value and practical significance for ensuring the quality and progress of railway construction in complex environments.In the case of unknown information about the probability distribution of demand for construction materials,the average value and average absolute deviation of demand historical data were used to construct a fuzzy set of demand probability distributions.A bi-objective distributed robust optimization model with minimum comprehensive cost and minimum transportation risk was established.Based on the linear decision rule and pairwise transformation,the semi-infinite planning model was transformed into a linear model.The ε-constraint method was used to deal with multi-objectives and solve the model with Gurobi software.Finally,a large-scale railroad construction project in complex environmental regions was selected as an example to verify the model's validity,and the location-allocation scheme of the material reserve base under different decision preferences was provided.The results of this study show that the location-allocation scheme of the construction materials reserve base generated by the model can effectively resist the impact of demand fluctuations and transportation path disruptions on the construction logistics network.The lower the transportation risk value of the scheme,the stronger the resistance to the uncertainty of supply and demand,and the lower the amount of out-of-stock in the engineering logistics network.The reduction in transportation risk brought about by increasing comprehensive cost inputs has a marginal diminishing effect.When the increase of comprehensive cost is within 20%,the impact of reducing transportation risk is most apparent.Increasing the capacity of the material reserve base can reduce the extensive cost and risk value of the site selection program.However,increasing the capacity to a specific limit can only reduce the comprehensive cost of a low-risk location scheme.The results of this study can support the optimization of the location of the railroad construction materials reserve base in complex environmental regions under the uncertainty of demand and the guarantee of a stable and continuous supply of construction materials.
