Abstract
In response to the issues of low efficiency and weak risk control in traditional methods for high-flow velocity dike breach emergency response,this study takes the breach at Xiji River,Guzhen Town,Anhui Province as a case to propose an integrated approach combining mechanized bidirectional vertical closure technology with FMEA risk management.By designing a three-layer throwing and filling process of"rock debris-concrete tetrahedrons-large rocks",the anti-scouring performance of the cofferdam structure was enhanced,achieving closure within 67 hours and reducing material loss rate to 9.6%.Meanwhile,an FMEA-based risk quantification model was established to identify core risks such as material supply interruption and abrupt changes in hydrological conditions.Supporting measures included the creation of a"1+3+N"resilient supply chain and an"air-space-ground"integrated monitoring system,which reduced the probability of secondary breach from 15%to 4.7%.The practice demonstrates that this integrated method increases emergency efficiency by 25%per unit time,reduces costs by 18%,and achieves zero casualties.This approach provides a practical paradigm for the synergistic optimization of technology and management in dike emergency response under high-flow conditions,offering significant scalable value for building a resilient emergency system.关键词
