The Vision,Risks,and Pathways of Generative AI-Driven Inclusive Smart Governance

Abstract
As a typical representative of government transformation in the digital era,smart governance faces significant challenges in achieving sustainable development.These challenges are manifested in the barriers between organizational and value dimensions,symbolizing an inherent"technology versus value"conflict.However,this conflict is insufficient to sys-tematically and effectively address the question of how to advance smart governance sustainably.In response to the need for sustainable development,this study identifies"inclusiveness"as the core mechanism to reconcile the tension between tech-nology and value,thereby establishing a dynamic and synergistic relationship.This study first defines the specific connota-tion of"inclusive smart governance"and then,based on the theory of interface governance and service contact,construc-tively develops and interprets the"interface-contact"theoretical framework for analyzing inclusive smart governance.Spe-cifically,generative artificial intelligence(AI),as a representative of emerging digital technologies,demonstrates signifi-cant potential for realizing inclusive smart governance.This potential is reflected in its underlying mechanisms across three dimensions:the data logic at the organizational level,the co-creation logic at the environmental level,and the interaction logic at the service level.However,the"emergent problem domains"associated with generative AI require systematic and structured identification and analysis.Accordingly,this study proposes governance strategies,including strengthening con-straints and regulations at the organizational level,enhancing intervention and support at the service level,and fostering cultivation and bridging at the environmental level.These measures aim to provide a theoretical foundation and practical guidance for the sustainable development of inclusive smart governance.关键词
