Fiscal Transfer Payment and Regional Coordinated Development:A Re-Examination from the Perspective of Balanced Cultivation of New Quality Productivity

Abstract
Balanced cultivation of new quality productivity is the endogenous driving force and practical requirement to promote regional coordinated development and consolidate the foundation of Chinese-style modern economics.In regulating the fiscal relationship between the government and empowering local governance,fiscal transfer payments are restricted by factors such as imperfect incentive and con-straint mechanisms,imperfect grassroots evaluation indicator systems,and uneven digital governance levels,which affect the spatial dis-tribution of new quality productivity.By improving the structure of fiscal expenditure,cultivating an innovation-friendly environment,and driving the emergence of innovation factors,we can guide the rational allocation of innovation resources.Therefore,we should guide the emergence of new quality productivity factors from the aspects of optimizing the transfer payment system structure,integrating endogenous incentives and external guarantees,and matching regional innovation comparative advantages;promote the reform of the grassroots transfer payment performance evaluation system;and give full play to the policy synergy for the balanced cultivation of new quality productivity.关键词
