The Development Process,Evolutionary Logic and Practical Implications of Social Recognition in Vocational Education in Finland

Abstract
China's vocational education faces the paradox of high employment rates coexisting with low social recognition.Finnish experience offers multidimensional insights for resolving this dilemma.By constructing a three-dimensional analytical framework encompassing institutional synergy,cultural embeddedness and collaborative governance,this study examines the formation mechanism of social recognition for vocational education in Finland.The findings reveal that Finland establishes institutional rigidity through coordinated legal enforcement and policy tools,reshapes cultural legitimacy by institu-tional empowerment based on egalitarian values and symbolic dissemination of lifelong learning culture and innovates school-enterprise contractual govern-ance with intergenerational transmission mechanisms,forming a stakeholder collaborative governance network.These experiences enlighten China to build a synergistic system integrating legislation,policies and qualifications,reconstruct symbolic systems of technical dignity and implement compensatory poli-cies for educational equity.The research breaks through the institutional-centric paradigm,revealing the multidimensional symbiotic logic of vocational ed-ucation's social recognition and providing new perspectives for addressing the dilemma of recognition in China's vocational education.关键词
