Policy Recommendations for Empowering Green and Low-Carbon Transformation of Paper-making Industry with High-Yield Pulping Technology

Abstract
As the world's largest producer of paper and paperboard,China is facing multiple challenges in its paper-making industry,including resource and environmental constraints and great pressure of carbon emission reduction.This paper analyzes the theoretical logic of high-yield pulp technology empowering the green and low-carbon transformation of the paper-making industry in terms of development process,technical principles,technological innovation,and low-carbon attributes of high-yield pulp technology.High-yield pulping technology,through the synergistic effect of mild chemical pretreatment and mechanical dissociation,can increase the pulping yield to 85%-95%,reduce comprehensive energy consumption by 52%,decrease carbon footprint by 50%,and reduce wastewater COD load by 60%,which is significantly better than traditional chemical pulping processes.On this basis,the breakthroughs made in key technologies such as high-yield pulp impregnation homogenization and low-temperature directional dissociation as well as the shortcomings such as single line production capacity and deep wastewater treatment in China.To promote the green and low-carbon transformation of the paper-making industry,5 policy recommendations are proposed:1)Strengthening top-level design and strategic guidance,and clarifying the pathways to transformation;2)Breaking through technological bottlenecks and equipment shortcomings,consolidating the foundation of development;3)Activating market demand and scale application to make industrialization channels connected;4)Optimizing factor support and policy environment to reduce transformation costs;and 5)Establishing sound supporting guarantees and regulatory services to foster a favorable ecosystem.关键词
