林草乡土专家在科技推广中的作用
Strategies for Improving Science and Technology Promotion Capacity of Local Forestry and Grassland Experts

Abstract
Focusing on the role of local forestry and grassland experts in science and technology promotion at the grassroots level,this paper collects the information related to history and current policies for local forestry and grassland experts via the online questionnaire survey with a view to analyzing their role and inefficiency in science and technology promotion.Field trips and interviews are also conducted in Fujian and Zhejiang provinces to summarize the roles of local experts in promoting forestry development and increasing people's wealth.The results reveal that the policies for local forestry and grassland experts have undergone a transformation from scattered to connected approaches as well as from task-oriented work to comprehensive institutional construction,and the expert team has been continuously growing with a four-tier system at the national,provincial,city,and county levels initially formed,which has played a unique exemplary and leading role.Fujian and Zhejiang provinces take the lead in accumulating experience in terms of administration systems,training and exchanges,rewards and incentives,and social publicity.However,there are still some problems,including uneven policy support across the country,insufficient exemplary and leading role,and unsound incentive and guarantee measures.To further give play to the important role of local forestry and grassland experts in promoting the transformation of scientific and technological achievement,rural revitalization and ecological civilization development,this paper puts forward 4 policy recommendations:1)Constructing a responsibility system for science and technology promotion to enhance policy support and management;2)Establishing a technology transfer system to promote multi-sector coordination and resources integration;3)Innovating the model of promotion and dissemination to improve the efficiency of science and technology application;and 4)Building the brand of science and technology promotion to enhance social influence and demonstration effect.关键词
