Abstract
The integration of ecological forest for public welfare into natural forest protection system is an important measure to culture healthy and stable forest ecosystem with natural forests prioritized,which is also significant for implementing the concept of"lucid waters and lush mountains are invaluable assets",improving the people's livelihood in forest areas,uplifting the capacity of forest chief centered governance and promoting the high-quality development of forestry.This paper describes the current natural forest protection and ecological forest management in Qiannan Prefecture,and discusses the existing problems such as unsound management system,unreasonable delineation of forest resources,prominent conflicts between forest protection and utilization,and lack of unified technical standards.In view of the requirements for deepening the collective forest tenure reform,this paper puts forward five countermeasures:1)Improving administration framework by strengthening the forest management teams;2)Optimizing spatial layout to improve forest resources protection system;3)Reinforcing compensation schemes to foster the diverse ecological service payments;4)Strengthening policies and regulations to regulate forest resources protection and management;and 5)Enhancing supportive measures to accelerate the process for the ecological forest integration into natural forest protection.关键词
