Impact of Soviet Union's Forestry Technology Aid on China's Wood Production

摘要

Abstract

Using the unbalanced panel data of 29 provinces(autonomous regions and municipalities)in China from 1952 to 1978,the article uses a fixed-effects model to study the impact of the Soviet Union's aid on China's wood production in this period.With the regression analysis,the results of which are tested for robustness and analyzed for heterogeneity,the study concludes:1)The Soviet Union's aid significantly contributed to the growth of China's wood production.The introduction of forest harvesting and wood transportation machinery from the Soviet Union,such as oil chainsaws,skidding tractors and skidding cables,or the learning of the Soviet Union's experience and specifications for forest harvesting and management helped maximize the use of wood resources and improve the efficiency of wood production;and 2)the Soviet Union's aid was more effective in increasing wood production in areas with scarce forest resources than in areas with abundant resources.To optimize the international technical cooperation model in forestry and facilitate China's participation in global development,it is recommended that such as make a clear understanding of the impact of technical assistance on local forest resources should be gained,adaptive policies to reduce risks,differentiated assistance strategies should be implemented,and various forms of assistance should be employed in China's forestry aid in international cooperation efforts.
