The Impact of New Quality Productive Forces on the High-Quality Development of China's Forestry

Abstract
⑴ Background——In the context of global climate change and the transformation to the green economy,the high-quality development of forestry serves as a critical pillar for achieving the"dual carbon"goals.Howev-er,the development of China's forestry still faces problems such as weak innovation capabilities,low industrial quality,shortage of talents,and imperfect institutional mechanisms.The proposal of new quality productive forces provides theoretical guidance for promoting the high-quality development of forestry.Nevertheless,current rele-vant research predominantly focuses on theoretical discussions,lacking systematic empirical analysis.Further-more,spatial heterogeneity analysis also ignores the pivotal role of the Hu Line. ⑵ Methods——This paper first proposed research hypotheses based on theoretical analysis.Then,it sys-tematically constructed the evaluation indicator systems for new quality productive forces and the high-quality de-velopment of forestry,selected 31 provincial administrative regions in China from 2012 to 2022 as the research objects and measured the dynamic evolution characteristics of these regions using the entropy method.Mean-while,it used fixed effects models and mediating effects models to explore the driving effects of new quality pro-ductive forces on the high-quality development of forestry and its transmission paths,and incorporated the Hu Line into the analytical framework to explore the heterogeneity of its regional impacts. ⑶Results——First,under the division based on the Hu Line,China's new quality productive forces and the high-quality development of forestry show a spatial gradient feature of"high in the southeastern region,medi-um in the region along the line,and low in the northwestern region",and all three regions show a rightward shift trend to varying degrees.Second,new quality productive forces can significantly promote the high-quality devel-opment of forestry.Third,the driving role of new quality productive forces in the high-quality development of for-estry exhibits a tripartite structure of"green dominance-digital empowerment-technological foundation".Fourth,new quality productive forces promote the high-quality development of forestry through three paths:facil-itating the agglomeration of the forestry industry,enhancing the technological application levels,and alleviating the environmental governance pressures.Fifth,new quality productive forces have merely significantly promoted the high-quality development of forestry in the southeastern region of the Hu Line. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,formulate high-quality development paths for regional forestry in a classified man-ner,and promote the precise integration of new quality productive forces.Second,highlight the trinity structure of"green dominance-digital empowerment-technological foundation",and strengthen the integrated applica-tion of the three core elements of new quality productive forces in the forestry sector.Third,establish a coordina-ted promotion mechanism centered on"industrial cluster driven-technology application empowerment-environ-mentally friendly transformation".Fourth,create a"Hu Line forestry collaborative innovation belt"to facilitate the two-way flow of ecological resources and technological capital and achieve balanced regional development.关键词
