The Impact of Forestry Carbon Ticket Policy Perception on Rural Households'Participation in Carbon Sinks Projects

Abstract
⑴ Background——The autonomous participation of rural households in forestry carbon sinks projects plays a crucial role in promoting ecological sustainable development and achieving the"dual carbon"goals.Forestry carbon sinks projects can promote the integrated development of ecological civilization construction and rural revi-talization.The forestry carbon ticket policy is an important institutional innovation.However,existing research mainly analyzes rural households'behaviors from the perspectives of individual and operation characteristics,with few studies examining the impact of policy incentives on rural households'participation behaviors. ⑵ Methods——Based on the"Stimulus-Organism-Response"theory,this paper proposed the research hypotheses.It selected rural households'participation behavior as the dependent variable,policy incentives as the independent variable,knowledge level and expected returns as the mediating variables.Based on the data collected from a survey of the rural households in Sanming City,Fujian Province,structural equation model was used to explore the impact of the rural households'perception of forestry carbon ticket policy on their participa-tion behaviors.The research data derived from four surveys from July 2022 to December 2024,with a total of 234 valid questionnaires obtained. ⑶Results——First,the rural households'perception of policy incentives has a significantly positive im-pact on their willingness to participate in the forestry carbon ticket projects.Second,the rural households'per-ception of policy incentives promotes their participation in forestry carbon sinks operation activities by enhancing their knowledge levels and expected returns.Specifically,the improvement of the rural households'knowledge level helps them better understand the relevant carbon sinks policies,institutional arrangements and technical systems,reduce their perceptions of future uncertainties and risks,and the forestry carbon ticket policy enhances the rural households'positive expectations of future economic returns by transmitting clear benefit signals,there-by increasing their participation enthusiasms.Third,The impact of expected returns on the rural households'participation in carbon sinks projects is greater than that of knowledge level. ⑷ Conclusions and Discussions——First,establish a clear and stable income distribution mechanism and implement the existing supporting financial measures such as guaranteed purchase and premium sharing ar-rangements.Second,strengthen cooperation with financial institutions to establish a financing and securities lend-ing mechanism.Allow rural households to use carbon tickets as collateral for loans,and innovate green financial products by designing new loan instruments.Third,attract social capital investment and convert the future bene-fits of carbon sinks projects into tradable assets in the capital markets through securitization.Fourth,integrate the knowledge system of forestry carbon sinks into the national agricultural and rural knowledge service system,and promote its in-depth popularization through policy publicity.Fifth,based on the needs of different groups,estab-lish a tiered and targeted training system to enhance the capabilities of rural households'in key areas such as carbon sinks accounting,transaction processes,and contract risks prevention.关键词
