The Governance Model of Common-pool Resources in Forestland from the Perspective of Self-governance
摘要
Abstract
⑴ Background——In 2003,Fujian Province began to implement the policy of allotting forestland to indi-vidual households.However,due to certain reasons,part of the forestland is still operated by the collective.This type of collective forestland exhibits the characteristics of common-pool resources,and faces problems such as"new institutional supply","credible commitment"and"mutual supervision"in the governance process.Cur-rent research on the governance of common-pool resources in forestland either focuses on management efficiency through the"theory of incomplete property rights"or emphasizes developmental equity through the"theory of so-cial fairness",with limited literature exploring how to balance efficiency and fairness in the governance of com-mon-pool resources in forestland. ⑵ Methods——From the perspective of self-governance,this paper first constructed a theoretical frame-work of"co-construction,co-governance,and co-sharing"for the governance of common-pool resources in for-estland.Then,taking the Jinyuan Forestry Professional Cooperative in Shangyuan Village,Youxi County as an example,it employed the single-case study method to explore how it solved the problem of"new institutional supply"through institutional co-construction,solved the problem of"mutual supervision"through organizational co-governance,and solved the problem of"credible commitment"through benefits co-sharing in the process of collective actions.The research data were derived from two field investigations and interviews conducted by the research team in Shangyuan Village in March and November 2023. ⑶ Results——First,the governance of forestland resources in Shangyuan Village can be divided into three stages:the forestland leasing stage,the forestland repossession stage upon lease expiration,and the forestry co-operative operation stage.Second,the practices of forestland resources governance in Shangyuan Village primarily involve:1)innovating the collective management system to achieve institutional co-construction;2)implemen-ting collaborative governance of multiple stakeholders to achieve organizational co-governance;and 3)establis-hing an interest linkage mechanism to achieve benefits co-sharing.Third,the experience of Shangyuan Village in the governance of common-pool resources in forestland mainly lies in:1)"Co-construction,co-governance and co-sharing"is an effective means to achieve the governance of common-pool resources in forestland.2)It is es-sential to coordinate the governance mechanism of multi-stakeholders in the process of governing common-pool re-sources in forestland.3)Adhere to the basic principle of common-pool resources governance in forestland,that is,to balance efficiency and fairness. ⑷Conclusions and Discussions——Through the analysis of the governance practices of common-pool re-sources in forestland in Shangyuan Village,Youxi County,the following policy implications are derived:First,innovate the governance model of common-pool resources and establish a comprehensive institutional system to enhance market competitiveness.Second,give full play to the function of mutual supervision among multiple enti-ties to fully achieve mutual supervision,reduce supervision costs and minimize"free-riding"behaviors.Third,distribute equity benefits fairly and effectively and strengthen trust-driven incentives for participation,so as to re-alize moderate-scale operations in forestry,enhance the participation enthusiasm of all members,and accomplish high-quality governance of collective forestland.关键词
