The Generation Pathways and Enhancement of Governance Performance under the Forest Chief System
摘要
Abstract
⑴Background——The forest chief system is an important policy for China's ecological civilization con-struction and is of great significance for achieving the sustainable development of forest and grassland resources.Most of the existing research focuses on the short-term effects of the forest chief system in terms of ecology,econ-omy and society after its implementation.Moreover,these studies mostly emphasize the construction of an analyti-cal framework and evaluation system from a single dimension,thus neglecting the composition perspective of multi-factor collaborative interaction and lacking in-depth exploration of the factors behind the performance differ-ences in the forest chief system governance. ⑵ Methods——Based on the public value theory,this paper first constructed a strategic triangle model of"value mission-authorizing environment-operational capacity"for analyzing the governance performance of the forest chief system.Then,utilizing Yunnan Province,which has regional typicality and diverse resources,as the research sample,it employed the Fuzzy-set Qualitative Comparative Analysis method(fsQCA)to investigate the differences in the governance performance of the forest chief system in 16 prefecture-level cities(or autono-mous prefectures)of Yunnan Province and the reasons for these differences.Finally,the corresponding policy suggestions were proposed. ⑶ Results——First,the consistency level of each individual condition variable is below 0.9,indicating that no single factor can achieve high governance performance of the forest chief system by itself,but rather it is the result of joint effects from multiple factors.Second,the conditional configuration analysis indicates that there are two typical pathways for achieving high governance performance under the forest chief system:one is the"multi-element collaborative development"pathway,which is the typical pathway for high governance perform-ance under the forest chief system.It typically occurs in regions with a well-established forest and grassland in-dustries foundation and mature market mechanisms.The other is the"operational capacity-driven"pathway,whose core characteristic is to enhance governance performance through strong organizational operational capacity.It is mostly found in regions with heavy ecological protection burdens for forests and grasslands,insufficient con-version of ecological products value,and low participation enthusiasm among economic entities. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are proposed:First,establish systemic thinking.With public value at the core,leverage the synergistic effects of existing resources to promote the integrated governance of mountains,rivers,forests,farmlands,lakes,grasslands,and deserts,in order to enhance the overall governance performance of the forest chief system.Sec-ond,promote the value conversion of ecological products,strengthen the interactive relationship among enhan-cing the value mission,optimizing the authorizing environment,and reinforcing the operational capacity,so as to consolidate the foundation for the"multi-element collaborative development"pathway.Third,establish a long-term mechanism of multi-party collaboration,continuously implement the target responsibility system for forest chiefs,and reasonably integrate the forest chief system assessment with evaluations such as rural revitalization,so as to optimize the"operational capacity-driven"pathway.However,from an institutional sustainability perspec-tive,it is essential to proactively promote the transformation from the"operational capacity-driven"pathway to the"multi-element collaborative development"pathway.关键词
