Abstract
Since the implementation of the"Seven Year Action Plan"for increasing oil and gas reserves and production in 2019,the downward trend of domestic crude oil production has been reversed.In 2022,production returned to the level of over 200 million tons per year,highlighting its strategic value and laying a solid foundation for subsequent oil and gas exploration and development.Continuously promoting the increase of oil and gas reserves and production is a key measure to prevent overseas supply risks,ensure bottom line demand,and consolidate the foundation of energy security.In the future,the application of tertiary oil recovery technology in old oil and gas fields,onshore deep oil and gas development,deep-sea oil and gas exploration,unconventional oil and gas resource development,and the construction of oil and gas and new energy integrated industrial clusters should be regarded as the main development goals and industrial practice directions for increasing reserves and production.Currently facing challenges such as low to medium oil prices and high cost constraints,shortcomings in core technologies,and disputes over offshore oil and gas sovereignty.To achieve this,it is necessary to deepen the reform of the oil and gas control mechanism,strengthen financial,tax,and technological policy support,and explore new ways for joint development of oil and gas in the South China Sea between China and foreign countries.关键词
