长尾理论视角下数字化对公共服务供给的重塑
Digital Reshaping of Public Service Provision from the Perspective of the Long Tail Theory:A Case Study of Welfare Improvement for Long-Tail Groups Through the Internet plus Urban-Rural Water Supply Model

Abstract
Digital technologies can enhance the efficiency of public service provision,yet their mechanisms for addressing the needs and improving the welfare of marginalized rural populations remain under explored.This study examines the case of Internet Plus Urban-Rural Water Supply in County P,Ningxia,introducing the analytical framework of the long-tail effect to interpret these mechanisms.The research argues that in rural areas,public goods characterized by small scale,dispersion,and personalized provision constitute a long-tail market in which substantive demands are often suppressed.In this context,the rural long-tail population faces potential welfare losses,posing a significant challenge to the equalization of urban and rural public services in China.On one hand,digital technologies improve the efficiency of public service provision by increasing the availability of information and reducing the costs of information collection and matching,thus meeting basic public service needs.On the other hand,by enhancing information quality and reshaping the overall information environment,digital technologies strengthen demand perception and stimulate demand diversification,resulting in increasing marginal returns.The improvement of demand response and the scaling of demand,in turn,lead to decreasing marginal costs of supply.This positive feedback loop facilitates the uncovering of latent public service needs and ensures the endogenous growth momentum of public service provision.The critical role of digital technologies lies not only in cost reduction,but in reshaping the supply-demand relationship by altering the supply and demand curves.This research provides a novel theoretical explanation for digital technology-enabled rural public goods provision,extends the application scenario of long-tail theory,and offers insights for future practices in delivering public goods to rural populations.关键词
