Design of an Operational Performance Evaluation Index System for Market-Oriented Railway Modern Logistics Systems

Abstract
Railway logistics constitutes a complex system involving multiple stakeholders and operational stages.With the deepening of market-oriented operations,currently,there is a lack of a scientific,reasonable,systematic,and comprehensive evaluation index system for railway logistics management.This deficiency leads to inefficiencies,suboptimal resource allocation,and challenges in improving service quality.By analyzing existing performance evaluation index for railway freight operations,this paper summarized the experience in establishing operational performance evaluation index system for various types of transportation and logistics enterprises,in combination with the in-depth development direction and goals of railway mordern logistics,and in line with the market-oriented development needs of enterprises facing the China Railway Group,railway groups,and railway logistics centers,a hierarchical and modular railway mordern logistics operation evaluation index system was constructed.This system consists of six core categories:business volume and market share,finance,efficiency,quality and service,social benefits,and development potential.It also includes 14 subcategories of key indicators,taking into account integrated logistics services and various typical logistics links,so as to provide a scientific basis for establishing a market-oriented operation index evaluation mechanism for railways,effectively promote the transformation of railways towards mordern logistics,and improve the quality of railway logistics services and operational efficiency.关键词
