健康老龄视阈下"互联网+长期护理服务"政策文本研究
Policy text analysis of"Internet+long-term care services"from the perspective of healthy aging
摘要
Abstract
Objective To explore the policy focus of"Internet+long-term care services"in China,and meanwhile,to make clear the weaknesses exposed in the use of policy tools,policy subjects and policy objectives,and to put forward targeted suggestions for policy optimization,so as to provide reference for future policy formula-tion and improvement.Methods The policy text analysis method was used to search the policy documents related to"Internet+long-term care services"released at the national level from 2016 to 2023,construct a three-dimen-sional frame diagram based on"policy tool-policy objective-policy subject",and conduct coding and statistical analysis of the policy texts.Results The dimension of policy tools accounted for the highest proportion(42.94％),followed by the dimension of policy subjects(40.33％),and the dimension of policy objectives(16.73％).Conclusions In general,"Internet+long-term care services"policy in China is in the initial stage of exploration and formulation,and there are problems such as structural imbalance of policy tools,uncoordi-nated pattern construction of policy subjects,weak connectivity of policy objectives,and significant differentiation of three-dimensional policy linkage.Therefore,it is necessary to strengthen the balance of"Internet+long-term care services"policy tools,enhance the linkage and integration with other policies,and introduce specialized poli-cies to further improve the level of digital long-term care services.关键词
